Help!?!?!

So I'm running cyanogenmod a3 on my touchpad and i have installed ubuntu in a chroot (I'm in android not webos) I've tried the Linux Installer app, and manually installed it. But regardless I can never apt-get install (program name here) or apt-get update so i can't get a proper GUI and im stuck in the terminal, I need to install tightvncserver and openssh server (in ubuntu chroot) so i can connect to a vnc in android, so i can set up lxde or the basic desktop interface. This is driving me crazy so if anyone knows a solution It would be soooooo appreciated!

It would be helpful if you said the error you were getting in Ubuntu for apt-get?
