Nexus 7(2013) Bootloop and can't unlock bootloader

here's what I've tried

Wiping and trying to unlock the device

Device gets stuck on this screen

And when I enter into recovery, the device reboot and gets stuck on the splash screen.

Anyone know whats going on?

Nexus Root Toolkit v1.8.7 easy fix if you use this-download,open and hit the top bar which opens another screen to load google drivers MAKE SURE IT SAYS(ACER ADB INTERFACE or ACER Composite ADB Interface.When you see android phone appear at the top in Device Manager-Click it open and manually install,not automatically find(uncheck compatible drivers)You will see Clockworkmod,and Google appear use google.Scroll down on it till you find Acer ADB Interface.If you don't see Android Phone in device Manager you tablet is NOT being Recognizied and you are HARD BRICKED Possibly-Result you have a PAPER Weight.That's the best I can tell you.You should be able to repair with toolkit if soft-bricked,They make it VERY easy.Mariadel PS there is also Skipsoft Android toolkit for your device,Try one,and if it doesn't work try other.
